WAT_UNESCO Tiquatira is the 10th edition of this international intensive urban design workshop. Held in Sao Paulo from May 4 to 15, 2015, the WAT was organized by the CUPUM in collaboration with the Mackenzie Presbyterian University of São Paulo as well as the Prefecture of São Paulo. 

Context

In 2014, the Prefecture of São Paulo adopted a new Strategic Masterplan to reach sustainable development objectives, largely focusing on urban densification along transit corridors. Yet, this strong, coherent vision for the Greater São Paolo area presents implementation challenges at a smaller, neighbourhood scale. Sao Paulo’s Leste Zone reflects these implementation challenges, facing issues of residential precariousness, lack of employment opportunities, and low environmental standards resulting from large impervious surfaces, a lack of water sanitation, and an absence of green spaces. Can the implementation of transit corridors be an opportunity to develop joint solutions for these urban problems? How can we tackle infrastructure projects aiming to improve urban mobility while also addressing issues tied to water runoff and low environmental standards? Could a systemic design approach improve the quality of life in São Paolo’s neighbourhoods?

Within this context, WAT_UNESCO Tiquatira’s objectives are to:

• Identify the planning challenges and potential opportunities of Zona Leste’s urban landscapes;
• Design urban and landscape projects bringing structuring and liveable solutions for the local governments and territorial actors that address preservation, enhancement, and development issues;
• Stimulate interdisciplinary, multicultural reflections with local professionals and academics (architects, landscape architects, urban planners, engineers, sociologists, historians, geographers, etc.).

At the end of WAT_UNESCO Tiquatira, 7 urban visions were designed by transdisciplinary and multicultural teams in order to identify and reveal the preservation, enhancement, and development potentials of the urban landscapes of this area of São Paulo.

The 27 students participating in WAT_UNESCO Tiquatira were guided by professors (experts in architecture, landscape architecture, urban design, and urban planning) from Montreal (Université de Montréal), Rome (University of Rome – La Sapienza), São Paulo (Mackenzie Presbyterian University) and Tokyo (Meiji University). They were also be accompanied by a wide array of urban specialists of the Prefecture of São Paulo.

Le jury a particulièrement été séduit par la cohérence de cette proposition qui s’amorce à partir de la définition de l’identité du site comme pôle  interrégional des transports à partir d’une analyse macroéchelle et qui est développée jusqu’à un très grand niveau de détail à la microéchelle. De plus, cette proposition traite d’enjeux essentiels pour la Zona Leste, notamment le besoin de création de lieux de travail.

Le jury a particulièrement apprécié la grande sensibilité de cette proposition qui, à travers la résurgence du tracé original de la rivière Tiete, fait redécouvrir le vrai territoire de ce secteur de São Paulo. Le jury souligne également la grande rigueur dont a fait preuve l’équipe dans la construction du discours narratif de la proposition ainsi que dans l’application des principes écologiques qui soutiennent ce discours.
